Sir Edward Grey to Netherlands Minister.
THE Secretary of State for Foreign Affairs presents his compliments to the Netherlands Minister, and has the honour to invite attention to the last paragraph of his note of the 19th ultimo, respecting the signature of the International Opium Convention by the Ottoman Government,
It has been pointed out that the phrase there used, "alkaloids of opium," does not accurately represent the intentions of His Majesty's Government, whose desire is, as suggested in the second paragraph of the note, that the Ottoman Government may be induced to adhere to the convention so far as the traffic in morphine, cocaine, and similar drugs is affected.
In expressing his regret for this inaccuracy, the Secretary of State has the honour to request that the Netherlands Minister will be good enough to make plain to his Government the true meaning of His Majesty's Government as stated above.
